Staff Report on SITR Initiative: Land Use Impact

Tuesday, July 22, 2014

As required by California Elections Code §9212, the City of Escondido has issued an independent report on SITR’s initiative.  The report summarizes the history of the Country Club area, SITR’s involvement, and the impacts SITR’s proposed development would have on the community.

Here is what the report concluded about the initiative’s land use impact:

Land Use Impact – Conflicts with Land Use Plans, Policies and Regulations

Conflicts with land use plans and policies are further exacerbated by the proposed development because it conflicts with the rationale for increasing development intensities in other areas based in reliance on the golf course’s open space offsetting the impact.  (City of Escondido Elections Code Report page 28-29)
